Baker addresses the problem of decreasing revenues to artists, which has been used to justify increasingly draconian copyright restrictions, and proposes an alternative solution: Artistic Freedom Vouchers (AFV), a system of refundable tax credits to consumers that can be used to support the work of artists of their choice.
